Bastrop County’s utility infrastructure is currently undergoing a massive overhaul to support its rapid population and industrial growth.
Water Infrastructure & Supply: The county is transitioning from shallow river-fed wells
Simsboro Aquifer Project: The City of Bastrop is completing a major project including three new deep wells and a 6 million gallon-per-day water treatment plant. This moves the city's primary supply from the Colorado River Alluvial Aquifer to the deeper Simsboro Aquifer for better reliability.
Providers:
- Aqua Water Supply Corporation: Serves over 100,000 residents across the county and is the primary provider for many rural areas and Municipal Utility Districts (MUDs).
- Bastrop County WCID #2: Specifically serves the Tahitian Village area and manages both water and wastewater systems.
- Controversial "Water Forward" Project: Austin Water is currently conducting a three-year study (launched late 2025) on an Aquifer Storage and Recovery (ASR)facility in northeast Bastrop County.
- Power & Electricity: Bastrop County sits within the ERCOT grid, which recently passed reliability tests during Winter Storm Fern in January 2026. Bluebonnet
- Electric Cooperative: One of the largest cooperatives in Texas, serving most of the county’s rural and residential areas.
- Bastrop Power & Light: A city-owned utility providing electricity specifically to residents within the City of Bastrop.
Energy infrastructure & Supply:
Advanced Manufacturing: Semiconductors: Terra Fab and Samsung, Autonomy: Optimus, Robotaxi, Tesla Gigafactory will all rely on a power base and local supply chain to support their growth.
Data Centers: EdgeConneX is developing a $440 million, multi-phase data center campus in Cedar Creek (Bastrop County), Texas. Scheduled for completion in mid-2026, the project will offer approximately 240MW of capacity across a 180-acre site. The facility aims to support AI infrastructure and cloud services in the Central Texas region.
