Sylvia Carrillo
City Manager
City of Bastrop
About me
A public servant at heart, I have been in the public sector for more than 19 years. I began my career in municipal government in 2003 as a graduate intern with the City of Corpus Christi, where I served for a decade, ultimately becoming the Assistant
Director for Development Services during a period of record-breaking growth — issuing over 20,000 building and development permits annually. My experience spans both the public and private sectors, giving me a unique perspective on the inner workings of local government and the needs of the business community.
In 2013, I was appointed City Manager of Aransas Pass, later returning to Corpus Christi as Assistant City Manager until 2019. From 2019 to October 2022, I served as City Administrator in Sunset Valley, a small but vibrant community in South Austin. Throughout these roles, I’ve consistently prioritized fiscal responsibility, transparency, and building high-performing teams dedicated to public service.
Raised in inner-city Corpus Christi and a proud product of public schools and community college, I understand the challenges many families face. As a child, I often translated complex documents for my family due to my stepfather’s immigration status. This skill now helps me communicate clearly and effectively with residents from all walks of life. I hold a Bachelor’s in Business Administration and a Master's in Public Administration from Texas A&M Corpus Christi, and I’m proud to be one of only a few Latina women in Texas to earn the ICMA-CM credential, which I received in 2019.
In October 2022, I was honored to be appointed City Manager of Bastrop, Texas — a community I first visited during the 2022 Texas City Manager’s Conference, where I presented a session titled “Here We Grow Again.” Since then, I’ve worked alongside City Council and staff to modernize Bastrop’s infrastructure, manage growth responsibly, and enhance the quality of life for all residents.
Under my leadership, Bastrop has eliminated a backlog of permit applications, streamlined development services, and launched a multi-million-dollar street maintenance program funded by voter-approved sales tax redistribution. We’ve expanded wastewater treatment capacity with a new plant and secured federal funding to rehabilitate older facilities — all while delivering projects ahead of schedule and under budget.
I’ve also focused on economic development that respects Bastrop’s heritage. We’ve welcomed the Sendero mixed-use project and proposed the ambitious Bastrop West development—a 400-acre vision for medical, commercial, and recreational uses. At the same time, we’ve invested in inclusive community amenities, such as an all-abilities park, upgraded existing parks, and launched *Discover Bastrop*, a city-run tourism initiative. Historic preservation remains a priority, with projects like the German Casino restoration and the creation of a cultural district honoring Bastrop’s African American roots.
My accomplishments are proof that with determination and the right opportunities, anything is possible. I’m dedicated to using my experience to serve others and help build stronger communities. I am honored to be part of the Bastrop community and remain committed to building a prosperous, inclusive city that future generations will be proud to call HOME.
