Kaley Frye joined the City of Elgin in 2021 as the Downtown Main Street Manager. In January 2022, she transitioned to the Elgin EDC to serve as Assistant Director of Economic Development, where she played a key role in driving strategic initiatives to support business attraction, retention, expansion, and regional collaboration efforts. In 2025, she was appointed Interim Director of Economic Development. Prior to her work in Elgin, Kaley served for six years as Director of Operations for the Houston Northwest Chamber of Commerce, overseeing organizational strategy and operations, leading economic development initiatives, managing business engagement programs, and fostering growth through collaboration between business leaders and community stakeholders. Kaley is a Certified Professional Community and Economic Developer (PCED) through the Community Development Institute and a graduate of the University of Oklahoma’s Economic Development Institute. She holds a bachelor’s degree from Texas Woman’s University. She is a member of the Texas Economic Development Council and the International Economic Development Council and serves on the Board of Directors for the Elgin Chamber of Commerce.
