Ishmael Harris
Mayor
City of Bastrop
About me
Ishmael Harris serves as Mayor of the City of Bastrop, Texas, bringing together deep hometown roots, infrastructure expertise, and a lifelong commitment to community service. A proud fifth-generation Bastropian raising the sixth generation, Harris has
spent his life investing in the people and future of the community he now leads.
Before being elected Mayor, Harris served nearly six years on Bastrop’s Planning & Zoning Commission, including the last year and a half as Chair, where he helped guide responsible growth while protecting the character and history that make Bastrop unique.
Professionally, he brings more than two decades of experience with Austin Water, specializing in advanced wastewater treatment and municipal infrastructure, providing firsthand knowledge of the systems that support sustainable city growth. This unique combination of local roots and technical experience allows Harris to approach leadership with a deep appreciation for both the culture of small-town Texas and the infrastructure needed to support its future growth.
In 2025, Harris made history as the first Black Mayor in Bastrop. His leadership reflects a practical, community-centered approach focused on thoughtful development, strong partnerships, and preparing Bastrop for the opportunities and challenges of rapid growth across Central Texas.
Raised in Bastrop with a deep connection to its land and traditions, Harris has spent much of his life on horseback, a passion that began as a toddler when he first rode in the Bastrop Homecoming Parade. That early connection to the cowboy way of life helped shape the values he carries into leadership today — responsibility, hard work, and a deep respect for community.
Outside of City Hall, Harris has spent nearly 30 years mentoring youth through camps and sports programs. When he isn’t serving the community or spending time with family, he enjoys team roping and ranch work, staying connected to the cowboy traditions that have been part of his life from the very beginning.
